Despite the documented requests by a multitude of market bodies related to the “Exoikonomisi kat’ Oikon II” Programme for an extension to the start of the application submission process on the said Programme's platform, coupled with the simultaneous trial use of the supporting information system, the Ministry of Environment and Energy announced that the Programme would commence on 8/3/2018, then on 12/3, and finally on 13/3. A fact which, in practice, did not prove feasible.
On the contrary, to date, our member engineers have not been granted any trial operation access to acquire the necessary familiarity for such a complex programme in order to practically test the usability and operation of the system.
For over a month now since the announcement of the Programme Guide, our member engineers have been “obliged” to cast aside all their activities – and under the pressure of citizens for the immediate submission of their application – aiming for full and thorough readiness for the submission of inclusion applications, whenever this commences. Hundreds of engineer man-hours have been lost in front of a PC, awaiting the start of the process since 28/2, in order to secure the necessary order of priority for their clients. The consequence is the utter depreciation and immiseration of the scientific branch of engineers and the degradation of the entire process.
It is necessary that the engineer is treated as a scientist, essential for the implementation of the “Exoikonomisi kat’ Oikon II” Programme, and not as an idler stationed in front of a PC screen only to ultimately deal with a serious subject, that of energy upgrading, with a small remuneration proportionately to the time and knowledge devoted, subject to exorbitant tax and social security contributions.
The situation today (13/3/2018) regarding the submission of inclusion applications to the Programme is evolving into a continuous mockery of engineers and citizens. By having, entirely erroneously and unscientifically, the order of priority as the sole selection criterion for beneficiaries, the entire process is flawed and susceptible to manipulation, without the self-evident right of equality before the law, as free and uninterrupted access is not guaranteed for all due to technical shortcomings.
We call upon the competent bodies, the Ministry of Environment and Energy and ETEAN, for the immediate cancellation of the process and its revision where required. Furthermore, a realistic starting date for the programme should be set, provided, of course, that the technical readiness of the system is confirmed.
