"Exoikonomo": Solution via the Energy Performance Certificate

In order to redress the injustices that arose during the first and second phases of the "Exoikonomisi kat Oikon II" programme, the President of the Technical Chamber of Greece – Western Macedonia Section, Dimitris Mavromatidis, is proposing a solution to Minister Kostis Hatzidakis via the Energy Performance Certificate (EPC).
-"In a simple and meritocratic manner, it is necessary to include all those who verifiably prepared and incurred expenses, with the sole proof being the issuance of the Energy Performance Certificate (EPC), a necessary and directly measurable element from the buildingcert website, complete with date and time. Without reopening the platform", the President of the Technical Chamber of Greece – Western Macedonia Section (TEE/TDM) emphasises in a relevant letter.


The full text of the intervention by the Technical Chamber of Greece – Western Macedonia Section (TEE/TDM) regarding the "Exoikonomo kat Oikon II" programme, addressed to the Ministry of Environment and Energy, is as follows:

-"Minister, knowing on the one hand your concern for the unimpeded and fair implementation of the Exoikonomo kat Oikon II programme, and on the other hand the need to support the energy upgrade of the country's building stock, we would like to point out to you that beyond the sourcing of additional funds, in order to redress the injustices that arose during the first and second phases of the programme in a simple and meritocratic manner, it is necessary to include all those who verifiably prepared and incurred expenses, with the sole proof being the issuance of the Energy Performance Certificate (EPC), a necessary and directly measurable element from the buildingcert website, complete with date and time. Without reopening the platform.

In this way, everyone will be accepted, whether they did not manage to "type in" their details at all, or their applications got stuck for various reasons primarily due to system faults. Obviously, the system must be CORRECTED on several points, particularly those not foreseen in the programme's guide. The continuation or reopening of the submission platform, with the flaws, distortions, and injustices that have been pointed out by everyone to date, is deemed incorrect and must be radically modified.

In any case, the acceptance of all the above will create a reliable, meritocratic, and genuine list of approved alternates, as we proposed in our previous intervention, so that the entire process may substantially assist the preparation of the country's citizens to participate in energy saving in buildings, which is also a core policy of the European Union.

At the same time, engineers, with the study corresponding to them in each specialised case, can seamlessly support this effort as the competent professionals, ensuring that both they and the citizens feel satisfied by following rules that are beyond dispute. The race against time in a brief, degrading process of rapid typing, as happened with the recent "Exoikonomo II" programme—for which a multitude of interventions have already been made—helps no one.

Minister, the above procedure, owing to the design maturity that exists in the construction sector, will contribute decisively to your recent effort for reliefs and incentives in the construction sector, in addition to the Exoikonomo kat Oikon programme.
