picture in 30 seconds<\/h2>\n    <p>Lignite-related employment and the associated high-wage payroll have contracted substantially in Western Macedonia. Over the same period, however, total employment across all sectors, the labour force and the population followed different trajectories. Public evidence supports several specific findings, but it does not yet provide a complete net balance of jobs and wage income. The critical next step is a stable, public and comparable register of active jobs, their duration, workplace and payroll.<\/p>\n  <\/section>\n\n  <section class=\"dm-exec-section\">\n    <h2>Why this summary is needed<\/h2>\n    <p>Figures published over the past two decades do not always measure the same quantity. Some refer to direct employees, others to contractor or induced employment, jobs exposed or at risk, and others to programme or investment targets. This summary preserves those distinctions and presents only what can be supported by the available public record.<\/p>\n    <p>This is an independent personal analytical approach. It does not replace the work or authority of public bodies and is not an official administrative assessment. Its purpose is to support a better-informed public discussion through consistent terms, visible sources and explicit limitations. It will be updated together with the full analytical approach when new verifiable evidence becomes available.<\/p>\n  <\/section>\n\n  <section class=\"dm-exec-section\">\n    <h2>Six key findings<\/h2>\n    <p>The following quantities must not be added together. Each has a different scope, reference date and interpretation.<\/p>\n    <div class=\"dm-exec-grid\">\n      <article class=\"dm-exec-card\"><span class=\"dm-exec-number\">4,147 \u2192 2,418<\/span><h3>Comparable corporate employment stock, 2018\u20132021<\/h3><p>PPC employees geographically allocated to Western Macedonia, together with separately reported Lignitiki Melitis staff, fell by 1,729 people, or 41.7%. This is an observed contraction within a broadly comparable corporate scope, not a measure of the entire regional labour market.<\/p><\/article>\n      <article class=\"dm-exec-card\"><span class=\"dm-exec-number\">545<\/span><h3>Targeted voluntary departures in 2020<\/h3><p>The official company report records 545 participants from units scheduled for retirement. This is an observed flow of departures, but it is not equivalent to 545 newly unemployed people because some participants were already eligible for retirement.<\/p><\/article>\n      <article class=\"dm-exec-card\"><span class=\"dm-exec-number\">87.0k \u2192 93.3k<\/span><h3>Total employment across all sectors, 2019\u20132025<\/h3><p>Eurostat records a net increase of 6.3 thousand employed people. This does not show that the phase-out created those jobs or that it carried no cost; it shows that the regional labour market is shaped simultaneously by many sectors and mechanisms.<\/p><\/article>\n      <article class=\"dm-exec-card\"><span class=\"dm-exec-number\">\u22125.1k<\/span><h3>Contraction of the labour force, 2019\u20132025<\/h3><p>The labour force fell from 115.3 to 110.2 thousand. Retirement, migration, discouragement and demographic change may all contribute, but the available series does not support an exact causal allocation among them.<\/p><\/article>\n      <article class=\"dm-exec-card\"><span class=\"dm-exec-number\">\u221214,300<\/span><h3>Population change, 2021\u20132025<\/h3><p>The population declined from 257,875 to 243,575. The change combines natural decrease, net migration and statistical adjustment. It cannot be attributed in full to a single economic or energy-related cause.<\/p><\/article>\n      <article class=\"dm-exec-card\"><span class=\"dm-exec-number\">Open balance<\/span><h3>No complete net measure is available yet<\/h3><p>No published series links employee, employer, actual workplace, duration and payroll across PPC, contractors and new investment.
